This could backfire on them in a way that they don't yet see. I remember reading about similar situations during the Great Depression, when mayors of big cities would send police down to homeless encampments, and threaten them with jail if they didn't disperse.

The result? The homeless people would laugh at the cops and say, "That's what we want! If we're sitting in jail, we'll be inside, out of the weather, in a warm building, and you are required by law to provide us with a hot meal. Go right ahead---run us in!"

It soon became evident that trying to strongarm the homeless for being homeless didn't work.
