The only leverage the Senate Dems has is cloture. If the agree to vote for cloture in exchange for some future thing there is nothing stopping the Senate GOP from voting to pass the current House bill without modification and not even have that vote or make it meaningless.
Here is where you are completely and totally missing it - they are not voting on cloture - they are voting on a CR - the EXACT same CR they approved and supported just six months ago.

The Democrats are trying to circumvent the Big Beautiful Bill that was passed in Congress and signed into law on July 4 - they don't like it and are holding the military, woman and children and those of the most vulnerable hsotage to try to circumvent Democracy in action.

Like the the GOP did with Heritiage/Romney/Obamacare for example in 2013. Listen, everyone knows the US healthcare system is in dire need of redress. Trump ran on it three times. So why not just carve out those aspects of the Trump bill passed that will provide relief for all those rural hospitals that will close; all those whose premiums will skyrocket, and all of those who will lose their healthcare just so the rich can get their tax cuts. Then Trump and the GOP can present that concept of a plan that will both make healthcare "cheaper and better the likes you have never seen" as Trump defines it. Shouldn't take long since they have a concept of a plan.

Voting "no" to reopen the government isn't a solution. If the dems in the Senate would stop doing that and start voting "yes" (and only 5 of them are needed to do that), then PRESTO!, you have your bipartisan solution that re-opens the government.
Currently, America is still held hostage by democratic stubbornness that results in it staying shut down.

The Democrats already had a time line for negotiations - they don't want negotiations - they want it forced.

Democrats have demanded that the subsidies, first put in place in 2021 and extended a year later, be extended again. They also want any government funding bill to reverse the Medicaid cuts in President Donald Trump’s mega-bill passed this summer, which don’t go into effect immediately but are already driving some states to cut Medicaid payments to health providers.

Some Republicans have expressed an openness to extending the tax credits, acknowledging many of their constituents will see steep hikes in insurance premiums. But the party’s lawmakers in Congress argue negotiations over health care will take time, and a stopgap measure to get the government funded is a more urgent priority.

In the deepfake, an AI-generated Schumer repeats the phrase “every day gets better for us,” an actual quote taken out of context from a Punchbowl News article. In the original story, Schumer discussed the Democrats’ a healthcare-focused shutdown strategy, and said they were not going to back away from Republicans’ playbook of threats and “bambooz[ling].”
