The context of that verse is if someone in Christ has an issue or been wronged by another the steps that one takes to resolve that conflict with another believer. The last resort of trying to mend that conflict is to go to the church body.

I hate to break it to you but the two sheep that are in different sheep pens that need to both be brought into the fold together are the Jews and the Gentiles. 2) Necessity of Baptism?
3) Validity of Infant Baptism?
4) Some men are predestined to Hell?
5) Salvation is by faith and works?
6) God is three persons?
7) Failure to keep the Sabbath is dangerous sin?
