After the industrial revolution families got smaller because in agricultural economies children were an extra pair of hands and in cities they were another mouth to feed.
In Africa there has been a similar migration to large cities.
I have also read that in earlier years families knew a few of their children would die in infancy or childhood. Now there are advancements in health care--a blessing.
And so I see trends occurring naturally, not due to diabolical plots.
