Some questions regarding missionary work/Evangelism

Hello there,

I understand that LCMS and WELS both do have missionary outreach organizationsactive in other countries than the US.

Are these only suppoirting existing churches or planting new congregations? How do they go about evangelistic work in officially Christian areas like Catholic South America or Orthodox Estern Europe? What in your opinion should missionary work with officially Catholic or Orthodox but in realitas unchurched individuals aim for? To welcome them into the Lutheran church or to encourage them to reconnect to their own faith?

i know (from personal experiences there) that WELS/ELS works through a group called Thoughts of Faith in eastern europe (ukraine, latvia, moldova, bulgaria, russia, etc) -- they work with the ukrainian lutheran church and other confessional lutheran church bodies in those countries...

WELS also has groups all over the world -- they work with some confessional lutheran church bodies in some areas, other areas they have planted the seed...

in fact, my pastor has recieved a call to be VP at the seminary in hong kong...
