I think really- yes it does--unless it is interupted unexpectedly. This where the black and white world does little good--because intentions matter here...is the intention to within a reasonable amount of time complete sex.
I think we are using two different definitions of sex . . .
I have always defined sex as the sexual act, intercourse as defined here:

Foreplay leads to sexual arousal, but is not sex itself.
You are using sex very loosely, and so we are talking past each other.
