I've always been fascinated by the "wheels of Ezekiel", and I think that's an interesting perspective. My take on it is that they're vehicles or something like it. Some things in Scripture are symbolic or figurative, some are literal, but most of the time might be the prophet's way of trying to describe what in the world he's seeing lol. They're trying to come up with a frame of reference for something that is hard to describe. Just like in Revelation it talks about a "flying scroll" that pronounces a curse upon the land - that to me sounds like a ICBM (missile).For me I thought that the wheels with eyes all around represented some kind of collective force of life. Perhaps even the very spirit of God - like that He first breathed into Adam to give him life in the Garden - that keeps all mortal souls alive and breathing. If the eyes of the wheel-like apparition were all like all human souls who ever lived or will ever live, then it would make sense that above both they and the four-faced creatures (some kind of angel?) was the fire and brightness that Ezekiel saw with the voice like "many waters", representing the Lord, for He is above both man and every angel.
Also, one thing I realized lately about the "many waters" is that God is described as having seven spirits (Revelation 4:5, Isaiah 11:2). I believe this is referring to the seven spirits of God speaking at the same time, making His voice sound deep, like a thunderous water fall.
