We see rest as not working. But for the ancients a god was at rest when he/she had come to their temple. All was prepared and in place for them to take up their abode.
Genesis (and elsewhere in Scripture) tells us that God had completed hi swork, set up humanity as regents over creation, all was in place and well, and so God now had everything as intended.
When we apply that concept of rest to the passage in Hebrews in then refers to a finished act of salvation whereby we are once again restored into Divine fellowship in his reign here on earth, expressed as 'the kingdom of God'. There is to be a full outworking of that rest when Jesus returns, but that is based on what His life, death and resurrection has already achieved.

Yes; that is human. Not so with God though. For God, THIS was the ultimate of his Rest:
That God hath made that same Jesus whom ye have crucified, both Lord and Christ. This Jesus hath God RAISED UP having loosed the pains of death THEREFORE being by the right hand of God EXALTED and having RECEIVED of the Father the Promise DECLARED : The Son of God with Power according to the Spirit of holiness by the RESURRECTION FROM THE DEAD; That ye may know WHAT is THE EXCEEDING GREATNESS OF GODS POWER to us-ward who believe according to the working of His Mighty Power WHICH He WROUGHT (=DID+RESTED) IN CHRIST WHEN HE RAISED HIM FROM THE DEAD AND SET HIM AT HIS OWN RIGHT HAND IN HEAVENLY MAJESTY.
God the Seventh Day from ALL His WORKS RESTED. God the Seventh Day FINISHED all the works He had created. HERE : IN CHRIST! Know WHAT Gods Rest is and learn what Gods rest on the Seventh Day Sabbath : OF THE LORD GOD, meant. It meant the ULTIMATE OF ALL GODS WORKS.
