Sin and the law are separate. Sin was before the law showing the law had nothing to do with creating sin. Paul says the law causes sin. He understood human nature. The negative philosophy was used on me as a child to inspire me to perform and prove things to be wrong.We have a tendency to not be beholding Him as we should. We need to behold Him as our strength and stay over the evil knowing Him dwelling within we now have His strength as long as we don't let self be resurrected.
Self is our weakness, continually demanding gratification for the flesh that we live in. It is the lust for things of the eyes, and flesh, sex and all gratifications which are many, appetite being a big one.
When we behold Him continually we become changed more and more to be like Him and of Him and for Him..

Your rendition of this verse is that God doesn't change any covenant. The covenant given to Israel conflicts with the covenant given to Noah. Your theory falls flatter than a pancake or corn tortilla. The verse you quote has to do with God's character or personality and nothing to do with the covenants. To say so either calls God and/or His prophets including Moses, Jesus, Paul and the rest of the Apostles.But as it is all that I have encountered use scripture out of context to show God is really changeable when He has stated, "I change not"

The new covenant only did away with the ceremonial laws that were a shadow or pointing to Christ and no way took a jot or tittle from the Royal Law.
We were given a copy in stone that is in the temple in Heaven by the Throne of God, thus the Royal Law. Immutable as He is!
You will be judged by it and if a breaker of it then the penalty of it falls on you.

The Gentiles didn't fulfill the law either.Paul is but letting you know that even the Gentiles who have faith in Jesus have obtained it but of Israel of old they didn't do the works of faith but strained at the law and did not fulfill it,
Now that was not the ones who did have faith and obtained it by faith and that is what we all must have and it is faith that works by love.
