In Rev. ch. 13 - The Beast from the Sea was Rome (sixth head of pagan monster - "Babylon"), and the Beast of the Holy Land itself was Judah with two horns like a Lamb - the Jewish priests and prophets. Covenant m / t = them their marriage, harlot Judah marries with Rome. Image of the Beast (= their son) was the Antichrist - Persecutor of the other childrens of the Church (the Bride of Christ).

basically ditto. rome/sea (gentile) beast under nero and the babylonian harlot/land (judea) beast under jewish leaders were allies for a brief period as both persecuted christians to the point of death.
nero was a monster and labelled "the beast" by contemporay romans themselves in no personal reference to revelation.
