The way I see it, with this ol' human history approaching 6,000 years, our 1,000 year Sabbatical is due. The signs of the appointed time in the signs and season of the heavens speak of it with they line up according to the sign the Lord has given to us in the blood red moon and darkened sun. Even He rests according to the Sabbath time frame. Six days did He work and the seventh day, He rested, blessed, and sanctified it. We could all use a blessed, sanctified rest. This ol' world is getting wore out, starting to fall apart at the seems, and if Yeshua was right, we are entering into the time when the wickedness is like it was in the days of Noah. There is "right' in their own eyes, and wickedness abounding.
Why do they feel that the time of the Gentiles is ending? What would indicate the "fullness" of the Gentiles? I have seen in this thread two thoughts for "fullness" one for the fullness of wickedness and the other for the fullness as in the Image of Yeshua is starting to be reflected in His people. I think both, but for the verse in question, it has more to do with the fullness of the commission to reflect Him more fully.
