Why would God pass on His Word only through pen and ink (see 2 Jn 12, 3 Jn 13), when the Bible says to hold fast to the traditions, whether they were given orally or by letter?

A pope is only presumed to be infallible when speaking to matters of faith and morals. For example, when he burps, he doesn't burp infallibly. Or in the case of Pope Francis, he's welcome to have whatever political viewpoint he likes but the faithful are not required to agree with him about his politics.
