Generally it's a derogatory reference to poor white people, usually from the South.

What is a redneck

I have heard the term originated from a derogatory intent toward farmers(very manual labor). (An ID mark would be their "red" necks, from working in the sun all day in the field) but I figure I qualify for membership as a girl from the "Heart of Dixie" if "nuthin" else.
