Question : God moved by man, but what about foreordaining ?

Hi,

My question is not as much about how God predetermined, or foreordained the world but rather arises by the fact that countless times in the OT, God seems to be moved by man like Moses. Jesus also was moved by people and gave them extra love. (John 11:6)

My question would be : how can God be moved at a particular point in time while He as already foreseen it from the beginning of times ?

Also if God is moved by man's action/response like when Moses cried out to God.
Does that mean that God took into account Moses action when he was thinking about which world he would decree/set in motion ? I think it does, but to which extent ?
