Why should it? The Californian electorate could all unanimously vote to legalise murder, but that doesn't mean a Judge who throws out that legislation is therefore liable for impeachment. If the new law is unconstitutional, then the judge is well within his or her rights to throw said law out. It's ironic as well since most of the funding for the prop came from out of state as well, so it's debatable how much it was the will of California voters anyway.
