This incident is recorded in the tenth chapter of Luke.
Jesus is alive on earth not having been to the cross.
Lk 13:10-16
10 And he was teaching in one of the synagogues on the sabbath.
11 And, behold, there was a woman which had a spirit of infirmity eighteen years, and was bowed together, and could in no wise lift up herself.
12 And when Jesus saw her, he called her to him, and said unto her, Woman, thou art loosed from thine infirmity.
13 And he laid his hands on her: and immediately she was made straight, and glorified God.
14 And the ruler of the synagogue answered with indignation, because that Jesus had healed on the sabbath day, and said unto the people, There are six days in which men ought to work: in them therefore come and be healed, and not on the sabbath day.
15 The Lord then answered him, and said, Thou hypocrite, doth not each one of you on the sabbath loose his ox or his ass from the stall, and lead him away to watering?
16 And ought not this woman, being a daughter of Abraham, whom Satan hath bound, lo, these eighteen years, be loosed from this bond on the sabbath day?

This event is recorded in the 24th chapter of Luke.
Lk 24:1-6
24:1 Now upon the first day of the week, very early in the morning, they came unto the sepulchre, bringing the spices which they had prepared, and certain others with them.
2 And they found the stone rolled away from the sepulchre.
3 And they entered in, and found not the body of the Lord Jesus.
4 And it came to pass, as they were much perplexed thereabout, behold, two men stood by them in shining garments:
5 And as they were afraid, and bowed down their faces to the earth, they said unto them, Why seek ye the living among the dead?
6 He is not here, but is risen: remember how he spake unto you when he was yet in Galilee,

Jesus according to the angel has risen(from the dead).
However, his redemptive work is not finished yet.
Jn 20:17
Jesus saith unto her, Touch me not; for I am not yet ascended to my Father: but go to my brethren, and say unto them, I ascend unto my Father, and your Father; and to my God, and your God.

Then this incident is also recorded in John.
Jn 20:20-22
20 And when he had so said, he shewed unto them his hands and his side. Then were the disciples glad, when they saw the Lord.
21 Then said Jesus to them again, Peace be unto you: as my Father hath sent me, even so send I you.
22 And when he had said this, he breathed on them, and saith unto them, Receive ye the Holy Ghost:

Verse 22 records the first time any one was born again. This group consisted of ten disciples. Judas was not there of course and Thomas was absent.
Read a little farther, Thomas joined the group.
Just reading this little bit of scripture reveals that people were born again(received the Holy Ghost) after Jesus rose from the dead.
Therefore the new birth was not available until then.
