Ok I saw this picture on a user's profile somewhere around here and I want to know what anime its from. Anyone?

CF has always been a site that welcomes people from different backgrounds and beliefs to participate in discussion and even debate. That is the nature of its ministry. In view of recent events emotions are running very high. We need to remind people of some basic principles in debating on this site. We need to be civil when we express differences in opinion. No personal attacks. Avoid you, your statements. Don't characterize an entire political party with comparisons to Fascism or Communism or other extreme movements that committed atrocities. CF is not the place for broad brush or blanket statements about groups and political parties. Put the broad brushes and blankets away when you come to CF, better yet, put them in the incinerator. Debate had no place for them. We need to remember that people that commit acts of violence represent themselves or a small extreme faction.

I'm not familiar with the image's artwork, although you may find that it's either semi-pro original artwork, or the less desirable circumstance, taken from an H-Game* (or eroge; adults-only games usually released for PC, and to far lesser degrees, PS2). Of course, even if it is from an H-Game, several of them, like Kanon, Air, or To Heart, are reportedly very tame (more like what could possibly be found in a R-rated drama but a sight more explicit; not that that invalidates what they are, of course), or have come out with clean editions that don't have any sex in them at all. In certain cases (like Air and To Heart) they may have been adapted into anime series which are perfectly clean romantic comedies as well.
*H-Games are usually part of a larger subcategory of anime media known as bishoujo ('pretty girl') games, of which are typically just dating sim games and fairly innocuous. The Galaxy Angel series, for instance, was simultaneously launched as an innocent, sci-fi, plot-based bishoujo game and as a completely non-related Looney Tunes-style television anime.
But as for the picture, my best guess would probably be that it's semi-pro original artwork, meaning that it doesn't come from any series.
