Well, I hinge on the intent part. It's not necessarily about whether you'd make a purchase now, but whether you have the motivation to make one at all if given the opportunity. If you're going in with the mindset that 'I'll watch it all this way and won't ever buy it', then that would be wrong. But the situation of 'It's not very easy - or even possible - for me to buy it, but I would if I could' is different. The former is blatant disregard; the latter isn't.
As an aside, though, you can watch Region 1 (US/Canada) DVDs on a computer even if you're in Region 2 (it just requires some setup). Or a more reliable solution is to buy a DVD player that can handle both NTSC and PAL DVDs and the voltage differences between the two areas (like this one, for example). 'NTSC' is the system used in the US, Canada, and Japan, 'PAL' is the system used virtually everywhere else.
