But according to these policies, permanent bans are very difficult to issue (near impossible from the way it looks). If the majority of permanent bans are issued by the Advisors, which will more than likely be the case, then it's not a "rarity" or an extraordinary circumstance at all, but the normal course of procedure.

What makes one violation more severe than another?

IMO it is not possible to eliminate judgment in determining the level for a warning or infraction. This is why there is a team working reports and an appeals process utilizing the RT to evaluate the ruling.

You and I have been there and done that.
