Appearing as flesh and being flesh is not the same. The following shows that these Angels had powers much higher than any man:

10 But the men put forth their hand, and pulled Lot into the house to them, and shut to the door. 11 And they (Angels) smote the men that were at the door of the house with blindness, both small and great: so that they wearied themselves to find the door.

Can persons exist sans evolution?

Depends on how you define "persons". If it expands to cover sentience in general, I'd say sure, since AI technology has come pretty far as of late. Though, one could argue that since the AI is a product of humans which are a product of evolution, that makes the AI an indirect product of evolution, but I'd call that nitpicking.

When we are born again we are more then a product of evolution. Do you know what it means to be a new creation in Christ? Do you know what made Adam different from all the males before him? Do you know what made Eve different from all the females before her?

Depends on how you define "persons".

Angels are persons, so the answer to my question is YES.

But higher academia leads to Sadduceeism,* so I'm wondering what individual responders here believe.

People would survive if evolution stopped, for a while. But, without new species to replace those that go extinct, eventually the ecosystems would run down, and there'd be a tipping point where everything disappeared and us with it.

If evolution had never happened, then there would be no people. As already said: can't have people without the process that produced them.
