Keep in mind that:
1. The fall is 20 km long
2. They are above solid ground
3. The most complex vehicle built is a chariot
4. The travellers are ordinary humans.
5. The travellers do not have parachutes, or anything that could be used like one.

The premise is as preposterous as any of AV's, so I give you props for that. There's obviously no way, except perhaps stacking the people as they fall so that those on the very top might have a chance at surviving.

Problem is that they die to asphyxiation or freeze to death far before reaching the ground. Harry Potter is the best solution so far, in my opinion.

that would LOOK like the most obvious solution, but it doesn't do anything, it's all still the same mass:surface ratio.

best idea i can come up with is to create and wooden sphere using chariot yuks, then tie about a 100 people into it ("coating" the skeleton), with 1 person cocooned in the middle.

when this ball hits the ground, the impact will be ditributed over the entire (human flesh) surface of the ball, hopefully weakening to such an amount that the person inside survives.
ofc all those who make initial impact die, but then again, we did strap em into the harness for that reason....

You'll need a much more powerful wizard to handle such a large mass of bodies. Dumbledore's your man for this job.
