It is all by God. But that doesn't change the notion that Paul reasoned with the Jews and Gentiles in synagogues as long as they would let him, then relocated to the gymnasium to keep going.
People do change their minds Stryder. You may not wish to acknowledge it, but it happens.
Paul wasn't the one changing their minds. Like I said, we can sow the seed, i.e explain what we believe, but that in and of itself will not convince anyone. They have to be wooed by God to have their minds changed. That's what I'm saying.
