538 In the Bible, premarital sex, if discovered, led to a forced marriage unless the father of the woman insisted otherwise (539 And the more common term (tame)implies “uncleanness,” an interruption of the wholeness or wholesomeness of life.540Marriage is never typified simply by the sexual act, or even by the idea of “one flesh.”541

It might be argued that a marriage is not final until sexual relations have taken place. Deuteronomy 20:7 speaks of a man who has become engaged to a woman but has not “taken” her yet. The woman is an “unclaimed blessing.” The text reveals that the covenant with her has not been consummated. But the term used (laqah) is not the most common Hebrew word for marriage, and in the Deuteronomic text it may simply be referring to consummation rather than to marriage per se. Beyond this, there are a number of other passages that understand the engaged couple to enjoy the same status before law as those persons in a fully consummated union, though they have not had sexual union.

In every aspect, including sexual. It's not that the sex seals the deal, but rather your convenant is that you will only be intimate with the one you marry. Intimacy is not only physical, but spiritual, financial, emotional, etc.

Young links sex to “oneness” and says this is what God intended in Genesis 2:24: “Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh.” This verse is in reference to marriage. Not sex. The becoming of “one flesh” happens when a man marries a woman. Jesus confirmed this when he repeated this verse in response to a question about divorce. It is not a reference to sex.

When I think of marriage, I think of two people having a wedding ceremony, moving in together, maybe a name change, maybe children… But I know that technically, none of those things are actually required for marriage. Marriage is essentially a legal document committed to and signed by both parties. (I hope I've got it all right so far!) Because I know that two good friends who aren't actually romantically interested in each other occasionally get married for tax benefits and other things…
Marriage is a contract between two people that (usually) entitles them to certain benefits from the state -- lower taxes, the ability to inherit each other's possessions when one dies, can make decisions on the other's behalf (medical care, etc), receiving the spouse's social security benefits, able to set up special trusts for the other's use, usually the ability to file joint taxes (depends on country), that sort of thing.

I lived in Maryland a few years ago, and there was something like 1100-1200 separate benefits that married couples could automatically receive from the various levels of government. Couples who were limited to civil partnership (ie, gay partners) were unable to receive some of those benefits at all, and were only able to access other benefits by hiring lawyers and filing lots of different papers with the various levels of government/courts. These were for things that were automatically granted to marriage partners, but civil union people had to go to a lot of extra time and expense to acquire -- assuming they could get those benefits at all.

It is good when this is esteemed to be so. Of course, when unbelievers marry, they are as much married as when Christians do so.

I think it's good to remember that it's a divinely instituted state which goes back to Genesis; it's not specifically a Christian thing.

the question is-what does it mean to marry?

It is a covenant to move from an individual identity to a collective identity with your spouse, to the point that you can no more conceive of being divorced from them than you could willingly consent to losing an arm and a leg (which is also a little ironic, given what happens in divorce courts....but I digress).

That is still vague.
I think that clergy often take advantage of vagueness about marriage in order to give the impression that for clergy - as opposed to an official - to marry people is somehow supposedly indispensable.
