And yet, McSally lost. The people I know from Arizona (and I once lived there) claim that many still have a lot of respect for the McCains -- this idea that Arizona hates McCain is a Trump fantasy. Let's count the votes and see where we end up.

The people who I know from Arizona say otherwise. They say that Trump’s treatment of McCain had soured a lot of people on ever voting for Trump. A Democrat won the Senate seat so it isn’t a stretch to think Biden won as well.

No, it would be officially the election commissions from each state when they certify the vote. But unofficially the Associated Press is considered the gold standard for calling states when it comes to media results.

Biden winning Arizona is no surprise. Nor is McSally's loss. In 2016, Trump only beat Clinton by 4% -- and Sheriff Arpaio lost. In 2018, a Democratic Senator was elected - thanks to a strong Latino showing, young people and crossover votes from the Phoenix suburbs. 2020 is a continuation of 2018. And yes, there are more than a few McCain Republicans who can't stand Trump....

No, Attorney Generals typically can't declare the winner either -- though like all Americans they are free to express their opinion of how the vote will go. Instead, it is typically the state's Secretary of State that reviews the final vote count and declares the victor.

As for votes "popping up" -- Pennsylvania allows votes received in the mail to still count, so long as they are postmarked by Election Day (and any delivered today would have been sent by Election Day -- you don't get "same day" mail deliveries). I'm guessing these ballots arriving by mail are Giuliani's "new votes" that are "popping up."
