Some policies can be pulled from the past like anything involving the US Constitution for example. But I don't think how immigration was handled over a hundred years ago fits that, because we've gone from 1.5 billion people to 8 billion people since then. This country isn't growing at the rate now as it was back then. These days we have overcrowding rather than vast open spaces and new cities needing to be populated. The whole point is that we keep getting this "they came hear legally" stuff. When most of my ancestors came to the US, it was hard to do so illegally. Sure, you could be Chinese and that was illegal, but they weren't Chinese, so they didn't have that way to be illegally entering. This "they came here legally" bit is a misleading distinction, typically used to imply that current migrants are less virtuous or moral in our modern era of limited paths and byzantine rules.
