Could be. It is kind of unclear if he knew his mic was still on. The sort of sotto voce way that he made this comment suggests he didn't think the mic was on or that it wouldn't pick it up. President Biden and most Presidents have their gaffe moments. I choose to ignore their foibles as trivial.
