1. What is a covenant



(The so-called “covenant” is proposed by Yahweh God and needs to be kept by both sides.)
Eze 17:19 "`Therefore this is what the Sovereign Yahweh says: As surely as I live, I will bring down on his head my oath that he despised and my covenant that he broke.
Attention: Yahweh makes the covenant by himself.

Dt 5:1 Moses summoned all Israel and said: Hear, O Israel, the decrees and laws I declare in your hearing today. Learn them and be sure to follow them. 2 Yahweh our God made a covenant with us at Horeb. 3 It was not with our fathers that Yahweh made this covenant, but with us, with all of us who are alive here today. 4 Yahweh spoke to you face to face out of the fire on the mountain. 5 (At that time I stood between Yahweh and you to declare to you the word of Yahweh, because you were afraid of the fire and did not go up the mountain.) And he said:
Note: Making the covenant for those who are alive, that is, Moses preaches the word of Yahweh, and Yahweh speaks with Israel face to face to make the covenant.

1Ch 16:7 That day David first committed to Asaph and his associates this psalm of thanks to Yahweh: 8 Give thanks to Yahweh, call on his name; make known among the nations what he has done. 9 Sing to him, sing praise to him; tell of all his wonderful acts. 10 Glory in his holy name; let the hearts of those who seek Yahweh rejoice. 11 Look to Yahweh and his strength; seek his face always. 12 Remember the wonders he has done, his miracles, and the judgments he pronounced, 13 O descendants of Israel his servant, O sons of Jacob, his chosen ones. 14 He is Yahweh our God; his judgments are in all the earth. 15 He remembers his covenant forever, the word he commanded, for a thousand generations, 16 the covenant he made with Abraham, the oath he swore to Isaac. 17 He confirmed it to Jacob as a decree, to Israel as an everlasting covenant:

Yahweh is the song, and the judgments in the mouth of Yahweh and the words Yahweh commanded are the covenant he made with Abraham, the oath he swore to Isaac, and confirmed the covenant to Jacob as a decree, to Israel as an everlasting covenant.)

2Sa 23:1 These are the last words of David: "The oracle of David son of Jesse, the oracle of the man exalted by the Most High, the man anointed by the God of Jacob, Israel's singer of songs: 2 "The Spirit of Yahweh spoke through me; his word was on my tongue. 3 The God of Israel spoke, the Rock of Israel said to me: `When one rules over men in righteousness, when he rules in the fear of God, 4 he is like the light of morning at sunrise on a cloudless morning, like the brightness after rain that brings the grass from the earth. 5 "'Is not my house right with God? Has he not made with me an everlasting covenant, arranged and secured in every part? Will he not bring to fruition my salvation and grant me my every desire?
(Note: The Spirit of Yahweh speaks through David, the word on David’s tongue, and makes with David an everlasting covenant.)

Ps 111:1 Praise Yahweh. I will extol Yahweh with all my heart in the council of the upright and in the assembly. 2 Great are the works of Yahweh; they are pondered by all who delight in them. 3 Glorious and majestic are his deeds, and his righteousness endures forever. 4 He has caused his wonders to be remembered; Yahweh is gracious and compassionate. 5 He provides food for those who fear him; he remembers his covenant forever. 6 He has shown his people the power of his works, giving them the lands of other nations. 7 The works of his hands are faithful and just; all his precepts are trustworthy. 8 They are steadfast for ever and ever, done in faithfulness and uprightness. 9 He provided redemption for his people; he ordained his covenant forever-- holy and awesome is his name. 10 The fear of Yahweh is the beginning of wisdom; all who follow his precepts have good understanding. To him belongs eternal praise.
(Note: Yahweh remembers his covenant forever, Yahweh provides redemption, and ordains his covenant forever.)

Ps 78:37 their hearts were not loyal to him, they were not faithful to his covenant. 38 Yet he was merciful; he forgave their iniquities and did not destroy them. Time after time he restrained his anger and did not stir up his full wrath.
(Note: The hearts were not loyal to Yahweh, nor faithful to his covenant, Yahweh did not stir up his full wrath.)

Ps 89:34 I will not violate my covenant or alter what my lips have uttered. 35 Once for all, I have sworn by my holiness-- and I will not lie to David-- 36 that his line will continue forever and his throne endure before me like the sun;
(Note: Yahweh will not violate His covenant or alter what His lips have uttered.)

"Both sides" ? There is no mention of "sides" in that passage nor how many . However , the passage is a part of a greated passage that begins :

tell the house of Israel
(NIV)

And , you forgot the next two sentences afer your quote :
I will spread my net for him, and he will be caught in my snare. I will bring him to Babylon and execute judgment upon him there because he was unfaithful to me.

"To Babylon" . That prophecy was already fulfilled . And , since there is no nation named "Babylon" today , it is redundant for now . Also , as quoted above , the command is for Ezekiel himself to give the curse . So , unless he is raised from the dead , your passage has no bearing today .
