We're talking about Libertarianism, not what every last person who considers himself to be a Libertarian might say of his own beliefs. But God, who HAS ultimate authority, chooses not to operate like an absolute monarch.

Therefore, he can be said to be, in practice, a Libertarian as he relates to Mankind.

God made the law, Adam transgressed the law either by accident or design and the operation of law invoked the penalty.
God's Law, created, judged and executed. That is Absolute Operational Authority
