Reading between the lines, this particular terrorist plot seems to me to be amateurish and more of a personal vendetta rather than involving the state of Iran. I think if the state of Iran had been involved, the planning would have been a bit more sophisticated than a couple caught red handed with "half a kilogram (1.1lb) of homemade explosives along with a detonator".

No doubt Iran is behind some significant terrorism, but I don't think they're responsible for this particular event.
