Where's the data that supports your hypothesis that drug and alcohol use are the reason US infant mortality is significantly higher than in other developed countries? If those are the real factors, the data should support it.

Europeans drink more alcohol than Americans, yet have a lower infant mortality rate.

Access to a doctor to give birth is still probably the biggest reason. Canada is our closest comparison and our infant mortality rates aren't that much higher than theirs even with all the uninsured.

What Obamacare won't do is make it where women in rural areas can easily have access to hospital to give birth, and thus the problem would remain, as it does in Canada where everyone has health care.

We are guessing and guessing incorrectly yet again (as someone did regarding drinking.

The death rates under 28 days are bi significantly different in rural and urban areas, although deaths after 28 days are much more common in rural areas.
