I see you consistently ignoring where it has been pointed out that the non-citizens eligible to apply are here legally with work visas.
A legal non-citizen is someone who's applied for a work permit/visa and is allowed to work and reside in the US via normal and legal channels.
Non-citizens with work visas gladly take on jobs nobody else wants to do pretty regularly, not sure why this one particular job (that people are wanting to do less and less) should be any different provided the person meets the criteria, can meet the physical requirements, and has a clean criminal background check.
I think it actually is designed to more closely match federal public service standards (ie the military) and answer the decades-predicted police shortage issue.

@BurningBush84 has been constantly complaining that all non citizens are illegal aliens. That is complete nonsense. He made the mistake in the very first post and he has been repeating it ever since. Illegal aliens are not simply 'non citizens' as you so helpfully pointed out in your own post. Hopefully he will have read that and won't keep repeating his mistake.
