Well, a local college or community college usually has various language classes. Also there are private companies that provide language lessons, you can probably find a couple through a web search or a phone book. The last option that I can think of is to pretty much do what you're doin . . . trying to find someone to talk to, but I doubt you'll be able to work your way up to a conversational status just through that means.
