James is talking to the church here.

We have been bought with a price by Christ and he does not expect us to be in the world because HE created in us a NEW creation. Not bound to sin, but bound to Christ.
We all sin, so you must consider that you yourself are an enemy of God.
There is no question that Christ wants obedience.I agree with what your saying. God doe love us as a group, His creation. But His love isn't unconditional.
Jhn 14:21
He that hath my commandments, and keepeth them, he it is that loveth me: and he that loveth me shall be loved of my Father, and I will love him, and will manifest myself to him.
"and keepeth them"...that's the condition.
Then how do you answer James 4:4?

God's love for mankind as a group does not entail that He loves each and every human being.
The difference between the unrepentant sinner and some one who is Born Again who has sinned is this.
Unrepentant sinners, dive into and wallow in sin, They reject God and His grace. So He won't have anything to do with them.
He doesn't answer their prayers, nor helps when they call out to Him. Until they come to Him with a contrite heart and broken Spirit, And they come to Him because He draws all men to Christ. Repenting of the sins and placing their Trust in Christ.
Those of us who are Born Again, yes, we sin, we are sinners saved by grace, justified by Christ. Meaning that our sins have been forgiven all the way back to our birth, they no longer exist.
Because of Christ dying on the cross He endued us with His righteousness and we become like Christ, we are to put on Christ as we would a coat. In God's eyes He sees Christ, not us.
That doesn't give us and excuse to sin, not at all.
But someone who says they are Born Again, and then wallows in sin, lives in the world and obeys the world over God, then I would have to question whether or not they were saved from the beginning.

Also, when I say, "May God's love shine upon you" to a person, it is a hopeful open statement that God will do loving and good things in their life. It could be leading them to the truth, it could be a blessing to them in some way to show them the goodness of God. For God's love is multi faceted and is ever overflowing like water spilling out pass the rim of a cup.
But when it comes to a person having an honest loving relationship with the Lord, there are certain conditions involved. For both Covenants come with conditions in regards to our walk with God by faith; Or do you believe in Universal Salvation?

Our walk with God by faith is the meeting of what you call "conditions". The righteous are those who live by faith in Jesus Christ.
A faith that is decribed as mentioned in Hebrews 11?
You know, a faith that is defined as both a belief and as an action?

There isn't one to be had if the one's answering , per Calvinism's Elect doctrine, aren't Calvinist.
Only God bestows His blessings. We petition God. We do not control God.Why would you wish such blessings on God's enemies?! Who are you to bless where God curses?
Faith that is real true faith. Faith that is alive with the activity of the living Christ.
