The second picture is the old fence that has been in place for 15-20 years and is made up of steel slats positioned like partially opened venetian blinds.

The point is they are still on the south side of the fence without nearby protection, and fire, ambulance, and law enforcement have to drive an additional distance to reach the gates.So much for the (former) landowners having access to their (former) lands.
