I am an ex-pat in Taiwan and we have not had any local cases for over 3 weeks. Here is how we did it (some of the methods may be impractical or unethical in other countries).

1. Control the border.
Since Taiwan is an island, the border is easy to control. Everyone who comes to Taiwan must pass a Covid test before they fly here and then stay for 2 weeks in a "quarantine hotel". If they remain covid free, then they can freely move about the country.

2. Hospitalize the infected.
If you test positive for Covid, you are taken to a hospital and isolated from other patients. You will stay there until you no longer have Covid or die.

3. Isolate those exposed to the infected.
Taiwan has very intense contact tracing and can even use your cell phone data to track your movements. So if you get Covid, all of your recent contacts will be found and tested. If they do not have Covid, they must isolate themselves for the next two weeks. And the government has teams that will check up on you.

*If you check sites such as Worldometer, you will see that Taiwan still has 5-10 Covid cases a day. Those people are those who develop covid during their 2 week quarantine stay and thus are not local cases. Currently, it seems there is no Covid in the Taiwan community at large.
