Ok, so if I have 120001 or 120999 it is still 121. I guess I have been workign with a fifth grader on her math too long. Rounding up in 5th grade math is only if it is half way already.

Actually what you describe would be rounding to the nearest. e.g. less than half would be rounded down, more than half rounded up which ever is nearest, rounding up always goes up and rounding down always goes down, rounding to the nearest goes to the closest and up if it is in the middle.
