I'm a chatterbox, I agree with you.
But some aren't and they're not going to change.
Just accept it and be happy when you find someone that want to talk.

I think a lot of people nowadays have lost the art of conversation. Many seem quite happy to answer or talk about themselves but they don't reciprocate.
They communicate online but in person some don't seem capable or even interested.
I put a lot of it down to the self centred culture that abounds now.

My wife, who is from the East Coast told me the other day, that back there, they consider it rude if there is a pause in the conversation. Out here in California, that's all we do is stare as if in a trance lol.

for James 1:19, is about listening, taking action and avoiding anger. like listen more, talk less and calm down.

for Ephesians 4:2 , spending time together, being patient with each other, being humble and patient

for Ephesians 5:21 submitting to one another out of reverence for Christ

It seems you want people to be friendly towards you? If this is the issue, you need to be more friendly by making people comfortable enough to respond to your questions. One thing that helps a lot is learning how to smile

In any case, I would not assume every person is alike. So, yes ones might shrug, but I don't think all would. Ones shrugging might be lazy, not wanting to get into it. But there might be different reasons why each one shrugs!! Because, I offer, people aren't alike. God our Creator is not a copier or cloner

But I have at times had an issue with someone, and in my case I know I can be paranoid and get things very wrong. So, I will test the paranoia by at times asking certain people why they did or did not do something which had to do with me.

And one time the answer was so unique, I was sure there was no way the person could have just made it up

But when I do ask, it can be with someone I have been getting to know, and we understand God wants us to love each other and be honest with one another. So, it is reasonable that I may ask about something. And I might notify the person that I am doing it so I can confront myself to be more in touch with reality about other people. And ones in small groups can be fine with this.

I think you can get to know Christian people who will be glad to give you feedback about things you want to know. And I think you gave good explanations of the scriptures you commented on, in your Post #8. So, thank you

Not everyone are good communicators. Some people genuinely can not communicate, or fear to do so. These people are often quite isolated, and often times long for good friends who can understand them. Focus on the needs of these people not the inability to communicate with them.
