You can send private messages once you have made 20 posts on the forums and given 5 likes/reactions.

We don't want spammers or other malicious folk getting access to it, and 20 posts is enough to remove those people before they abuse the system.

Yeah if you click on a person’s name you should see an option “start conversation” unless that member has that option disabled. Most people don’t have it disabled but a few do.
