In this one: Psalms 86:1, 12 A Prayer of David. ... I give thanks to thee, O Lord my God, with my whole heart, and I will glorify thy name for ever.
It appears so.
Do you believe that David the psalmist was born from above at the time he wrote the psalm?
Since everyone is saved the same way, yes.
So, does God desire everyone to be saved and come to know the truth?

Look at the quote above. The passage is 1 Timothy 2:3, 4.
1 First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people,
2 for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way.
3 This is good, and it is pleasing in the sight of God our Savior,
4 who desires all people to be saved and to come to the knowledge of the truth.

I agree with Paul that God wants all types of people be saved.
Saint Paul didn't add the word in bold red type in your post. Saint Paul just said "[God] who desires all people to be saved and to come to the knowledge of the truth". I like it the way saint Paul wrote it.
In the context of the passage, the definition of "all" is best understood as "all types". So Paul didn't need to add "types" because it would be redundant to say so.
The context is offering prayers for all men, pagan governors, the Roman emperor, all men. That's why saint Paul wrote it the way he did.
And those are...wait for it...all types of people.
The emperor was one man, governors are a class (a type). But the passage says all men and it means all men (and women, using as it does the masculine as inclusive of both sexes).

God became a man so than men can share in the divine nature; God's action was for mankind. It is an error to teach that it was for all types of men but not for mankind. Thus the Lord Jesus Christ became "a man, Christ Jesus" to mediate for all mankind because there is one God and one mediator between men and God, a man himself, our Lord Jesus Christ.
The passage says this:
