Thanks for the lesson in Latin semantics.
It's not semantics, it's basic grammar. Short of an actual grammatical context "capita" is not Latin, and has no meaning in Latin.

No. You aren't a constitutional lawyer so it's just your uninformed opinion. The income tax has been accepted as constitutional for a long, long time, and I don't think that's going to be changing any time soon.
