God sees us as many people.
1)The evil person in us full of sinfulness and sins we have done and do.
2)The good person in us that cares for others
3)The person that rejects him even defies him leading others away from him
4)The person that we could be in Christ if we choose to.
God can hate #1, love #2, hate #3 even more and in Christ his love is complete.
For God to love us while we are sinner, and reject him, as an enemy doesn't condone our sins, and rejection and enmity towards him for we can love people around us and hate things that they do. A parent can still love their child who murders someone even though they hate the murder itself.
In the end (to God) we either become the sins we do or are freed from them and God hates sin so much that he bans it from heaven totally. Does he love people suffering in Hell? yes and he hates their sin also and is saddened because people in hell no longer can be in Christ.
There are different types and intensities of both love and hate, God hated what some of the most evil people have done but the option of salvation through Jesus was still there for them till the end of their lives.
