Someone posed this question to me about sovereignty, and Im not sure how to answer. If God is sovereign and controls all, he was basically the one responsible for the holocaust correct?

But then how should I respond to this. He is an open theist, so is going somewhere with it I know

Open theism is a terrible heresy. He doesn't even believe that God knows the future. What you can do is show him what the Scriptures say about his ordaining all that comes to pass.

Responsible is not the right word to use. God is responsible to no one for nothing. Everyone else is responsible to God for their actions. So, the answer to your question would be no. In fact, just the opposite. Every Nazi is responsible to God for their atrocious behavior.
