We were supposed to establish stricter rules to prevent certain behavior. As it stands, this hasn't happened, nor does it look like it is going to happen any time soon.
Moreover, what good will it do us to have stricter rules when the basic rules that we already have are proving to be worthless, as people continue to violate them?

Part of the problem is we have not voted our own forum-specific ban system. Two versions have been proposed in the wiki some time ago but no action was taken.
Essentially, the wiki process takes time. And every time a fight breaks out people abandon it and lose patience.
