As the Viet Nam War dragged on and became increasingly unpopular, many (if not most) draft aged men sought ways around a combat deployment. One of my brothers (like George W. Bush) joined the National Guard. Only one Guard unit was deployed during the entire war, so it was considered a "safe" way to meet the Selective Service requirement. Another brother worked with several doctors and they helped get him a medical deferment. I happened to get a favorable Draft Lottery number.
So, to criticise what any young man did back then reflects an ignorance of the social climate and times. They were just doing what was very common in that time. I think it's a silly enterprise in which to engage and is simply an attempt to smear the individual.
