I'd say they're more fond of control. Chaos is just the means to the end. Has worked for a long time. Why stop now?

It is possible that those boxes are indeed coffins, but FEMA does have some responsibility in dealing with mass casualties (natural or man made.)

I agree with this. It's not out of the ordinary for FEMA to be transporting coffins as its job is to deal with casualties, it doesn't have to be a conspiracy theory.

Yes but you begin with the mentally unwell person and find the complex, not diagnose anyone with messianic tendencies as mentally ill.

Look it is perfectly obvious what FEMA is up to: preparing for the Zombie Apocalypse. What you do see is first collect all the dead bodies you find laying in the street. Dead bodies are unsanitary if you just leave them laying out. BUT you don't want to just throw them in a pile and cover them with dirt because if there are some zombies in there then you'll have them popping up out of the ground. This could happen up to 10 years later when you least expect it an *BAM* you've got another outbreak on your hands.

What you do is: decapitate all the bodies you've found with the guillotine, mark each head and each torso with a matching serial number. Place the heads in jars in a warehouse somewhere. Wait 48 hours to see if any of the heads reanimate. If not? Then that head was just from a regular dead body. Toss the uninfected heads and bodies into the non-biodegradable coffin for mass burial (notify next of kin where they may come to mourn). Infected bodies and heads will have to be cremated in order to prevent accidental exposure to the virus that causes Undeath (not to mention so that terrorists and other nasty people won't dig them up to see if they can be used as some sort of weapon.)

If zombie apocalypse was a real possibility, wouldn't the CDC have a response plan?
