The US has warned the Syrian regime that further use of chemical weapons against civilians will be met with “a much stronger response” from Washington, White House National Security Advisor John Bolton said Monday.
“We’ve tried to convey the message in recent days that if there’s a third use of chemical weapons, the response will be much stronger,” Bolton said in remarks to the conservative Federalist Society in Washington.
“I can say we’ve been in consultation with the British and the French, who joined us in the second strike, and they also agree that another use of chemical weapons will result in a much stronger response.”
The Wall Street Journal reported Sunday that Syrian President Bashar Assad has authorized his forces to use chlorine gas in their assault on the last significant rebel stronghold in the country — the northern province of Idlib.
The US carried out a strike on a Syrian airbase in April 2017 in response to a deadly chemical weapons attack in Idlib that left at least 86 people dead, including 27 children, and which allegedly employed the nerve agent sarin.
Then in April 2018 the US, France and Britain launched a joint attack on Syrian facilities after a chemical strike on the city of Douman was reported to have killed at least 70 people. US officials said precision strikes hit a scientific research center near Damascus, a storage facility and command post also near the capital and a chemical weapons storage facility near Homs.
Syrian and Russian aircraft have pounded Idlib province over the past few days as the government kicked off an offensive to retake the area after a summit in Iran of key stakeholders failed to bring about a settlement.
US President Donald Trump warned last week against an offensive by the Syrian regime and its Russian and Iranian allies.

According to the report in the Journal, which cited unnamed US officials, the Pentagon is drawing up military responses to Syrian chemical weapons use but a decision has not been made by Trump regarding what would lead to military action nor whether this would include striking Iranian and Russian forces in Syria backing Assad.
The report said non-military measures such as economic sanctions are being weighed.
“We haven’t said that the US would use the military in response to an offensive,” an administration official was quoted saying. “We have political tools at our disposal, we have economic tools at our disposal. There are a number of different ways we could respond if Assad were to take that reckless, dangerous step.”
On Saturday, the United States’ top general said he and Trump have “routine dialogue” about possible military consequences if the Syrian regime uses chemical weapons in Idlib.
Chairman of the Joint Chiefs of Staff Joseph Dunford told reporters in New Delhi that no final decision had been made as yet, Reuters reported.
“But we are in a dialogue, a routine dialogue, with the president to make sure he knows where we are with regard to planning in the event that chemical weapons are used,” said Dunford.
Reuters reports he later added: “He expects us to have military options and we have provided updates to him on the development of those military options.”
The United Nations has warned that any military campaign in Idlib could push up to 800,000 people to flee their homes.
The rebel-held region of Idlib and adjacent areas are home to almost 3 million people, half of whom have been displaced from other areas in the country, according to the UN.

The Wall Street Journal, citing U.S. officials, was first to report on Assad.
U.N. officials believe an offensive on Idlib would trigger a wave of displacement that could uproot an estimated 800,000 people and discourage refugees from returning home. The U.S. and France have warned an Idlib offensive would trigger a humanitarian crisis and warned that a chemical attack in Idlib would prompt a western retaliation.
The Wall Street Journal reported that the international pressure did little to sway Assad, who benefits from support from Russia and Iran. The report said Assad has approved the use of chlorine gas.
For Russia and Iran, both allies of the Syrian government, retaking Idlib is crucial to complete what they see as a military victory in Syria’s civil war after Syrian troops recaptured nearly all other major towns and cities, largely defeating the rebellion against Assad.
Turkish President Recep Tayyip Erdogan on Friday urged his counterparts to accept a cease-fire and avert a “bloodbath” in Idlib. But Russian President Vladimir Putin called for a “total annihilation of terrorists in Syria,” while Iranian President Hassan Rouhani spoke of “cleansing the Idlib region of terrorists.”
On Sunday, government forces bombed the village of Hobeit in Idlib province, killing an infant girl and wounding several other civilians, the Syrian Civil Defense search-and-rescue group reported.

The German government said on Monday it was in talks with its allies about a possible military deployment in Syria, prompting a sharp rebuke from the Social Democrats (SPD) and setting up a fresh conflict in Chancellor Angela Merkel's loveless coalition.
Overseas military action remains a sensitive and deeply unpopular topic in Germany, given its Nazi past. Participation in any air strikes in Syria would also put Germany on a collision course with Russia, the main backer of President Bashar Assad.
Government spokesman Steffen Seibert said Germany had discussed with the United States and European allies its possible military involvement if Assad's forces used chemical weapons against the last major rebel stronghold in Idlib, now under heavy Syrian and Russian bombardment.
"There has not been a situation where a decision has had to be made," Seibert told a regular news conference, adding that the government would include parliament in any decision.
Earlier, Bild newspaper had reported that Germany's conservative-led defense ministry was examining possible options for joining U.S., British and French forces in any future military action if Damascus again used chemical weapons.
It said parliament would only be notified of any military action after the fact if speedy action were required.
Andrea Nahles, leader of the SPD - junior partner in Merkel's coalition - ruled out backing any German involvement.
"The SPD will not agree - either in parliament or in the government - to the participation of Germany in the war in Syria," Nahles said in a statement, adding the party backed diplomatic efforts to avert a humanitarian crisis.
Hans-Peter Bartels, parliamentary ombudsman for military issues, said participation in military strikes could violate the constitution unless there was a mandate from NATO, the United Nations or the European Union, or at least a U.N. Security Council resolution.
Sources familiar with the issue, confirming the Bild report, said German and U.S. officials last month had discussed the possibility of German fighter jets helping with battle damage assessments or dropping bombs for the first time since the war in ex-Yugoslavia in the 1990s.
The German air force already provides refueling support and carries out reconnaissance missions using four Tornado fighter jets from a base in Jordan as part of the U.S.-led coalition fighting the Islamic State militant movement in Iraq and Syria.
Bild said a decision on whether to join any strikes would be made by Merkel, who ruled out joining April 2018 air strikes against Syria by U.S., French and British forces after a previous use of chemical weapons.
In a joint statement on Monday, the German foreign and defense ministries urged restraint in Syria.
"The goal is that the conflict parties ... avoid escalating an already terrible situation ... That is particularly true for the use of banned chemical weapons which the Assad government has already used in the past," it said.
The United States is intensifying its pressure on the Palestinian Authority (PA). The Al-Jazeera network reported on Sunday evening that the US administration has decided to immediately close all bank accounts linked to the PA or the Palestine Liberation Organization (PLO) in banks across the United States.
The US is not confirming the report at the moment, but the State Department hinted last week after the closure of the PLO's mission in Washington that there would be further steps against the Palestinian Arabs.
Earlier on Sunday, the Lebanon-based Al-Mayadeen television reported that the US ordered the PLO envoy to the US, Husam Zomlot, out of the country.
According to the report, the visas for Zomlot and his family were cancelled, their US bank accounts were closed, and he was ordered to leave.
“The American authorities cancelled my visa and my family’s visa,” said Zomlot, “and closed our bank accounts. We’ve been ordered to leave Washington immediately.”
Zomlot and his family have reportedly left the country, and are en route to Ramallah, the PA-based Ma’an news agency reported.
PLO executive committee member Hanan Ashrawi blasted the Trump administration for the move, calling it “cruel” and comparing the move to “blackmail”.
"As if the announcement that the U.S. would close our office in Washington D.C. was not enough, this vindictive action by the Trump administration is spiteful. The U.S. has taken its attempts to pressure and blackmail the Palestinians to a new level,” Ashrawi said, according to the Wafa news agency.
Zomlot was briefly recalled from Washington in December for consultations, following President Donald Trump’s recognition of Jerusalem as Israel’s capital. However, Zomlot returned to Washington just one day later.
The Russian Minister of Defense Sergei Shoigo slammed Israel on Tuesday, claiming that its "irresponsible actions," led to the downing of a Russian military aircraft and the deaths of 14 servicemen over Latakia, Syria late Monday night. According to Russia, Israel only warned it one minute before launching the strikes.
The Russian Defense Minister spoke on the phone with Defense Minister Avigdor Lieberman and told him that Moscow holds Israel wholly to blame for the shooting down of a Russian military plane near Syria. Kremlin spokesman Dmitry Peskov told reporters that Russia was extremely concerned, adding that Russia's position had already been set out by the Ministry of Defense, as reported by Reuters.
Syrian air defense mistakenly shot down a Russian military plane on Monday night while the Syrian regime was targeting multiple missiles flying over Latakia, according to reports. Russia says that its IL-20 plane with 14 servicemen aboard lost contact with radar near Khmeimim air base near Latakia. Russian media said the plane disappeared during “an attack by Israeli F-16s” and claimed to have “registered the launch of missiles from a French frigate.”
A statement by the Russian Defense Ministry said that "Israeli aircraft deliberately created a dangerous situation for surface ships and aircraft in the area." The Russian statement said Israel put the Russian plane in danger by flying close to it.
"As a result, the IL-20, whose effective reflective surface is an order of magnitude larger than that of the F-16, was shot down by a C-200 missile," the statement noted, indicating that the anti-aircraft missile mistook the IL-20 for a target because it was a larger object than an F-16.
Moscow said Israel would have been aware of the Russian plane's presence as it slowed to land at an altitude of 5 km. "They deliberately went through with this provocation."
Russian forces were also not warned via a "hotline" from Moscow to Jerusalem, until one minute before the strike. This did not allow the Russian plane to reach a safe area."We regard the provocative actions of Israel as hostile. As a result of the irresponsible actions of the Israeli military, 15 Russian servicemen were killed. This is absolutely not in keeping with the spirit of the Russian-Israeli partnership. We reserve the right to adequate response," the ministry said.
The complex battle that unfolded over Latakia on Monday night illustrates the perils of having so many forces operating in close proximity. In addition to Russian navy and air force in the area, there is Syrian air defense operating Russian-made air defense systems, and there are Turkish forces to the north, Iranian militias and alleged missile production facilities. This area in Latakia and neighboring Hama is only around 100 km. wide and includes 80 km. of coastline.
The Syrian regime has accused Israel of numerous airstrikes over Hama in the last year. On September 6, new satellite images were released showing the consequences of an airstrike near Masyaf which is on the road from Latakia to Hama. On September 2, images from Image Sat International were also released along with a report on an alleged Iranian missile facility in Wadi Jahannam east of Baniyas and about 20 km. from the Russian naval facility at Tartus.
Syrian state media claimed their air defense was activated around 10 p.m. on Monday to confront “foreign objects” coming from the sea. Video showed explosions, burning, and missiles searching skyward for targets. One video appeared to include the sound of low flying aircraft, and showed a missile strike a target near a civilian home in the Latakia countryside. Another video from Latakia city itself showed people partying while missiles shot skyward at glowing objects.
A photo posted online revealed men who appeared to be sitting near the Beauty cocktail bar on the southern Corniche of Latakia, enjoying the view of the bay, while a massive explosion rocked a hill in the distance.
Initially the attack was described as simply “foreign,” and pro-Syrian regime social media accounts speculated that it was either carried out by Israel or by the United States using cruise missiles.
“I can unequivocally say it this is not us,” US Pentagon spokesman Navy Commander Sean Robertson told VOA News’s Carla Babb on Monday night.
Soon after, Russia reported it had lost contact with its plane. The Ilyushin 20 surveillance prop plane was coming in from the sea.
CNN reported the US became aware of the missing plane because “Syrian forces broadcast an emergency search and rescue radio call.” CNN also reported that a US official “confirmed that Israel was responsible for the missile strikes on the Syrian regime.”
Russian media specifically alleged that Israeli F-16s were involved. The Russian plane disappeared from radar at 11 p.m., which appears to be almost an hour after the Syrians activated their air defense to confront the initial round of attacks.
Pro-Syrian social media accounts claimed the attacks on Syria included strikes not only in Latakia countryside, but also in Hama, near Baniyas and Tartus. Because of the proximity of these areas, it is possible that missiles flying over Latakia from the sea, for instance, and heading for Hama could be mistaken for targeting two different places.
The scale of the strikes surprised the Syrian regime and set in motion a string of events that led to them shooting wildly and downing the aircraft of their own ally.
This should not have happened, but it appears to reveal that Syrian air defenses do not monitor the flights of their Russian colleagues, or that the air defenses did not operate properly, and inadvertently targeted a friendly aircraft as opposed to an enemy.
To distract from the failure, both Russia and the Syrian regime have pointed fingers at the French frigate Auvergne.
The air battles over Latakia came hours after Turkey and Russia had agreed to a buffer in nearby Idlib that would prevent a Syrian regime offensive. In Moscow there would have been calm after the discussions, with the looming battle postponed.
Russia has had a naval presence off the coast of Syria in the wake of a large naval exercise earlier this month. The ships were likely in place in case the Idlib conflict increased.
In addition, Moscow has been in a war of words with western states, accusing Syrian rebels in Idlib of preparing a “false flag” attack of chemical weapons that would give the US an excuse for more air strikes.
France is one of the countries that might have joined in those air strikes. This presents a complex and toxic mix of naval maneuvering off the coast of Latakia. It was in this context that the Russian plane was shot down, amid a crowded sky and coastline involving ships and planes of various countries.
The wild night over Latakia points to the potential for escalating conflict. Even as Turkey and Russia thought they had forestalled an Idlib battle, the air strikes on Latakia show that one wrong move could lead to a mistake.
Russia has its own air defense in northern Syria, including the S-400 system. Speculation has stirred over whether Russia would activate the system to protect its Syrian ally or to protect air strikes targeting Iranian targets in Syria. It appears the system was not used last night.
With both Russia and the US pointing the finger at Israel over the air strikes so soon after they occurred, the tensions in Latakia are also higher than usual. Usually both Moscow and Washington remain tight-lipped on assigning blame for the numerous air strikes on Syria.
Over the last year and a half, Israel has carried out around 200 air strikes on Syria using 800 munitions, according to a September 4 report revealed by the IDF. On September 17, just hours before the air strikes, the Syrian Observatory of Human rights also said that 113 Iranians and their militia allies had been killed in Israeli air strikes in Syria.
