The weather does what God created it to do. I don't think He is creating each storm or cloud or raindrop individually. He can and probably does at times control a particular storm, cloud, rainfall, etc. just as He did in the past.

We are His greatest creation and He doesn't choose to control everything we do. If He is then we shouldn't be interfering in God's will so let all the migrates cross the border. God lead them here who are we to keep them out.

did God lead them here, or is it a bunch of powerful folks who are executing the Kalergi Plan (similar to what they did to Russia in the early 19 hundreds (or was it late 18 hundreds? i forget...))
Either way, the people were never asked, they did not consent, or at least it was not their idea.

I believe God lets nature take its own coarse but, if He wanted to, He could send snow to the Sahara desert!
