So Peter was incorrect too?
1Pet 20who disobeyed long ago when God waited patiently in the days of Noah while the ark was being built. In it only a few people, eight in all, were saved through water, 21and this water symbolizes baptism that now saves you also—not the removal of dirt from the body but the pledge[e] of a good conscience toward God. It saves you by the resurrection of Jesus Christ,
Phillip didn't say anything about salvation through water . You forgot that Phillip was a Jew who knew what water was about as a Jewish ritual .
As far as Peter goes , he didn't say that water saved anyone . He said that the water of Noah's day "symbolizes the baptism that now saves . If you look up at the beginning of the context of that passage , he discusses the baptism that saves us - Christ's death and ressurection .

—not the removal of dirt from the body but the pledge[e] of a good conscience toward God. It saves you by the resurrection of Jesus Christ, 22who has gone into heaven and is at God's right hand—with angels, authorities and powers in submission to him.
His death and resurrection is the baptism that saves . He actually did what the jewish ritual of water baptism symbolizes .
