Genesis 1:16 God made two great lights--the greater light to govern the day and the lesser light to govern the night. He also made the stars.
They think the lesser light to rule the night refers to (paraphrasing him) a lesser light to rule the dawn.
The "lesser light" is the moon, Sam. It is seen only at "night", when it's dark. At "dawn" the moon is not seen, because the "day" light in "dawning", as the sun "rises" at "dawn".
The "greater light" is the sun, that shines during the "day" time.
