That's great. But if you could clarify which baptism you refer to when posting, it can help to avoid confusion. Cheers.

Sometimes I do exactly that. Other times, it's less important to do so.

There are people who are saved that have not experienced the baptism of the Holy Spirit who are saved.

Are they really not saved?

Eph 1:13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,

Act 11:12 And the Spirit bade me go with them, nothing doubting. Moreover these six brethren accompanied me, and we entered into the man's house:
Act 11:13 And he shewed us how he had seen an angel in his house, which stood and said unto him, Send men to Joppa, and call for Simon, whose surname is Peter;
Act 11:14 Who shall tell thee words, whereby thou and all thy house shall be saved.
Act 11:15 And as I began to speak, the Holy Ghost fell on them, as on us at the beginning.
Act 11:16 Then remembered I the word of the Lord, how that he said, John indeed baptized with water; but ye shall be baptized with the Holy Ghost.
Act 11:17 Forasmuch then as God gave them the like gift as he did unto us, who believed on the Lord Jesus Christ; what was I, that I could withstand God?
Act 11:18 When they heard these things, they held their peace, and glorified God, saying, Then hath God also to the Gentiles granted repentance unto life.

Why was Elizabeth filled with Holy Spirit while Jesus wasnt born yet?

Because she had been "born again" of the Spirit of God, through faith.

Based on the verse below Moses had the Holy Spirit within him.

Isa 63:11 Then he remembered the days of old, Moses, and his people, saying, Where is he that brought them up out of the sea with the shepherd of his flock? where is he that put his holy Spirit within him?

Simeon had the Holy Spirit in the passage below.

Luk 2:25 And, behold, there was a man in Jerusalem, whose name was Simeon; and the same man was just and devout, waiting for the consolation of Israel: and the Holy Ghost was upon him.
Luk 2:26 And it was revealed unto him by the Holy Ghost, that he should not see death, before he had seen the Lord's Christ.
Luk 2:27 And he came by the Spirit into the temple: and when the parents brought in the child Jesus, to do for him after the custom of the law,
Luk 2:28 Then took he him up in his arms, and blessed God, and said,
Luk 2:29 Lord, now lettest thou thy servant depart in peace, according to thy word:
Luk 2:30 For mine eyes have seen thy salvation,
Luk 2:31 Which thou hast prepared before the face of all people;
Luk 2:32 A light to lighten the Gentiles, and the glory of thy people Israel.
Luk 2:33 And Joseph and his mother marvelled at those things which were spoken of him.

In the passage below Jesus told Nicodemus that he was supposed to know about being "born again" of the Spirit of God.
Nicodemus should have known that Moses had been indwelt with the Spirit of God, based on Isaiah 63:11.

Joh 3:1 There was a man of the Pharisees, named Nicodemus, a ruler of the Jews:
Joh 3:2 The same came to Jesus by night, and said unto him, Rabbi, we know that thou art a teacher come from God: for no man can do these miracles that thou doest, except God be with him.
Joh 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
Joh 3:4 Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?
Joh 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
Joh 3:6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.
Joh 3:7 Marvel not that I said unto thee, Ye must be born again.
Joh 3:8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.
Joh 3:9 Nicodemus answered and said unto him, How can these things be?
Joh 3:10 Jesus answered and said unto him, Art thou a master of Israel, and knowest not these things?

There is no doubt that the Holy Spirit was poured out in a special way on the Day of Pentecost.
However, the claim that no Old Testament believers had the Holy Spirit does not match up to what we find in scripture.

Jesus said the Holy Spirit is the master teacher in John 14:26.

Those in the New Covenant have been "anointed" with the Holy Spirit, which is the teacher that reveals the truth in the verse below.

1Jn 2:27 But the anointing which ye have received of him abideth in you, and ye need not that any man teach you: but as the same anointing teacheth you of all things, and is truth, and is no lie, and even as it hath taught you, ye shall abide in him.

(It is the fulfillment of Hebrews 8:11, and John 14:26.)

Based on the verse below, those without the Spirit do not belong to Christ.

Rom 8:9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.

God’s plan isn't confined to the Jews. In the Gentile's case also, God’s purpose was realized. They've been given faith by Christ through the Gospel which tells them of the salvation won by Jesus. In this way they've been sealed with the Spirit.

When working faith, the Spirit comes into a person, lives in them, becomes their faith's seal, gives them the certainty that they belong to God and will stay God's own. Preservation in the faith's a work of the Spirit, who called, enlightened and kept us.
